Introduction:
Through the use of online service by the state government to enable the public to get services without direct contact with the employee through the use of technology in the state. Various revenue services are being provided online. Having revenue services online has made the process faster, easier and more transparent.
The process of applying for measurement in the offices of the Land Registry Department was expeditious and the matter was under consideration of the Government to be carried out by the applicant without direct contact with the office. At the end of the adult deliberation, it has been decided by the Government to make one more revenue service "Application for measuring land, measuring share and measuring out of land" online from the iORA portal.
The matter of circulating the following instructions to be done through mojni application was under consideration of the Government.The following instructions are circulated by active consideration in this regard.
Circular:
1. Applications regarding various measurements available on iORA portal should be made online. The prescribed form for online application to the applicants will be generated from the system itself and the guidance will be available on the iORA portal.
2. Online application for measurement can also be made from the Gram Panchayat office at the rate fixed by the Panchayat Department.
3. If any applicant is inconvenienced in applying online, he can contact the help desk in the District Inspector Land Office and apply online with their help. For this, all the District Inspectors will have to assign one employee to help the applicants to facilitate the help desk in the office of the land office.
4. In the first phase, the application for measurement of extent, share measurement among the farmer account holders can be done online then other types of measurement application will be done online in phases.
5. The applicant will have to make a separate measurement application for each survey number, but in case of share measurement and extent measurement, if there is only one survey number, the required number of numbers can be selected in one application for measurement.
6. The priority of measurement will be of two types:
1) Simple measurement (which will have to be disposed of within 30 days from the receipt of payment receipt).
2) Urgent measurement (which has to be disposed of within 30 days from the receipt of payment receipt).

8. In case of measurement of extent and out of which the system generated consent form has to be signed and uploaded. The signature of the applicant and the occupiers who have agreed to sign out of more than one occupant will have to be measured but not all the occupants will have to sign.
9. If the survey number is occupied except as indicated in the online application, it will not be measured and the surveyor will work on it and upload it in the system. In such a case, the applicant's measurement fee will be forfeited and the measurement application will be rejected.
10. Measurement fee of each application will be calculated by the system, as well as the fee should be paid online. After the measurement operation, the applicant has to send a soft copy (scan copy) of the measurement sheet by e-mail. For the first time in 30 days after sending the measurement sheet to the applicant by e-mail, a hard copy of the measurement sheet will have to be provided separately from the office of the District Inspector Land Office for the first time without charging any fee. After the deadline, the required copy fee has to be paid and a copy of the measurement sheet has to be provided.
11. The date fixed for the measurement will be informed to the applicant digitally via SMS and Email to the phone number mentioned in the application.
12. If due to unforeseen circumstances such as natural calamity, rain, court matter, medical emergency, any necessary administrative work or any other reason, the surveyor could not go on the date and time allotted for the measurement. The applicant will be notified by SMS and E-Mail of the second date and time for measurement and no additional fee will be charged from the applicant.
13. After the surveyor informs the applicant of the date of measurement by SMS and E-Mail, if due to any circumstances beyond the control of the applicant, the applicant is not able to be present on that date, then the date of measurement allotted on the portal by the applicant. First you have to generate the mean request. Before the surveyor leaves for measurement, the applicant has to check whether the applicant has generated any such request on the portal and if the request is generated, the request
The District Inspector will be reflected in the log of the land register and a new date will have to be allotted for the measurement and in that case the time limit will be calculated from the allotment of the new date of measurement.
14. On the due date given for measurement, the applicant has to be present at the Gram Panchayat office with his photo identity card, where he has to contact the surveyor. If the applicant is not present at the Gram Panchayat office on the due date, the surveyor will have to be present at the Gram Panchayat office and wait for the applicant to come. Telephonic coordination if possible by both the parties even if the applicant does not come to the Gram Panchayat office on the due date. In case of non-attendance, the matter will be dealt with by the applicant on that date (with the signature of the present citizen of the village / government employee working in the village) and the surveyor will upload it in the system and then the applicant will be notified by SMS and E-Mail. Measurement will be reported and measurement fee will be forfeited.
15. After the surveyor arrives in the village for the measurement, if the measurement cannot be done due to the following reasons, the measurement fee will be forfeited and the measurement application will be rejected.
1) If the possession is inverted while measuring the place.
2) If the field is full of water and it is not possible to measure.
2) If there is no access road to the farm.
3) If there is crop standing in the field which is an obstacle in measuring e.g. If there is sugarcane, paddy and shrub undergrowth.

2) Circumstances that violate peace and order during the measurement process. But if the applicant has already obtained police protection and the surveyor has been successfully provided protection by the police, the measurement will have to be done. If the measurement is not possible despite police protection, it will have to be investigated.
16. Details of Appendix-1 for an explanation of the type of measurement before the applicant chooses the type of measurement, what the type of measurement indicates, and its effect will be recorded in the survey record or it is only for the information of the extent or possession of the applicant.
The application should be made only after taking note. The extent measurement and measurement is for the information of the applicant only (about the extent and area of Kanja) and its effect is not in the map or revenue record.
17. If the applicant is dissatisfied with his / her measurement work, he / she will be able to submit a copy of the measurement sheet by e-mail within 6 months from the date of receipt. Similarly, if any applicant is dissatisfied with the measurement of Supertest, he / she will be able to apply for the Superior Test within a period of 6 months from the date of receipt of e-mail. The Super Test and Superior Test facility can be availed by applying offline till it is made available online in phases.

18. The applicant will be able to know the status of his application from iORA portal.
In order to apply for land survey online, the following procedure has to be followed:
(1) Procedure for online application - On behalf of the applicant:
a. Go to iORA portal (iora portal) to make a new application.
b. Click on “ONLINE APPLICATIONS” in the menu on the main page of the iORA portal. (Detailed instructions for application and procedure are included in Appendix-1.)
C. All the details mentioned in the application should be entered in Shruti font.
d. After filling the details of the application, the application and affidavit should be printed, signed by the persons concerned, scanned and readable in readable quality. Village sample no. 2 and village sample no. 2 do not remain to be uploaded.
e. After uploading the application, the measurement fee has to be paid online / NEFT. Receipt of payment must be generated from the portal after payment, otherwise the application process will not be considered completed.
